Who we are
Founded in 1996, Pro Peace, an international non-profit organisation, is currently active in 13 countries in Europe, the Middle East and South East Asia. Civil society actors who are committed to peace and non-violence in conflicts form the focus of the organisation's work. Pro Peace advises and supports them, collaborates on projects and campaigns together for sustainable peace policies.
Pro Peace is a government-recognised member of the Civil Peace Service (CPS) consortium and a signatory of the Transparent Civil Society Initiative.
About the role
The Palestine and Israel programme is one of Pro Peace’s longest-standing programmes, with operations beginning in 1999. Together with the Willy-Brandt-Center (WBC) Jerusalem, Pro Peace forms a joint programme while independently implementing project activities.
We strengthen local actors across Palestine and Israel through long-term partnerships, supporting their leadership and capacity for conflict transformation. Our work includes supporting organisational development, non-violent communication, and strategic movement building. Additionally, we advance change through advocacy, educational activities, and engagement in media and the arts. Increasingly, we also focus on creating safe spaces for civil society actors, strengthening our advocacy efforts.
As Regional Director, you will be responsible for the overall implementation, financial management and further conceptual and strategic development of the Palestine and Israel programme. You will report directly to the Head of Programme Palestine/Israel and Jordan in Cologne and work closely with Pro Peace’s operational departments, particularly on financial management, project-related public relations and other cross-cutting functions.
Your key responsibilities
- Leading and supervising the programme team, including up to 8 Pro Peace and 5 WBC staff members with responsibility for personnel guidance and development, financial management and programme planning.
- Overseeing the strategic implementation and further development of the programme in Palestine and Israel within the Civil Peace Service framework and the organizational strategy.
- Managing the Jerusalem office, including administrative, personnel, financial and technical requirements.
- Safeguarding the quality of the programme’s operational processes and supporting the impact-oriented implementation of the various programme components in line with Pro Peace’s PMEL standards.
- Ensuring the application of Pro Peace’s Safety & Security Risk Management (SSRM) requirements in the programme.
- Supporting Pro Peace’s advocacy, lobby and media work in Germany and the region, in coordination with the Project Manager for Advocacy, Media and Communication.
- Representing Pro Peace vis-à-vis local, national and international actors, as well as authorities, government, ministries and other official bodies.
Contributing to the acquisition of financial resources.
Your profile
- Advanced university degree and at least five years of work experience in peacebuilding, conflict transformation and/or development cooperation in crisis or conflict-affected contexts.
- In-depth knowledge of the political context in Palestine and Israel and the wider region as well as an understanding of working as a German NGO in the region.
- Extensive management experience, particularly in staff supervision, project planning, administration, and financial controlling in complex environments.
- Experience working with civil society organisations and local partners, ideally in long-term peacebuilding and conflict-transformation processes; experience working in the Civil Peace Service (ZFD) is considered an asset.
- Strong communication skills, with confidence in advocacy, lobbying, media engagement, and external representation of the programme.
- Strong strategic and analytical skills, with the ability to oversee and further develop programme implementation and maintain an overarching perspective across different programme components.
- Experience in Safety & Security Risk Management (SSRM), with a willingness to travel, including to areas requiring strict adherence to security protocols.
- High level of intercultural sensitivity, with the ability to work effectively in a team and under pressure.
- Valid driving licence and relevant driving experience.
- Excellent written and spoken English; German, Arabic, and/or Hebrew are considered an asset.
- Experience in institutional fundraising is an asset.
Our offer
We offer an attractive position with responsibilities for a minimum of two years in a growing, mission-driven organisation.
As the position is based on the German Development Aid Workers Act (EhfG), it is open for Non-Palestinian or Non-Israeli nationals only. The position is renumerated according to the provisions of this law, including comprehensive social security benefits and financial reintegration assistance upon return.
We also offer participation in qualification and professional development courses (among others, at our Academy for Conflict Transformation), a project-based preparation, regular coaching and, if needed, participation in a language course.
Start of assignment
Ideally, you are available to start working on February 1st 2027 (in-country handover, preparation courses, followed by at least two years’ work within the project with the option of extension).
