About the Civil Peace Service

The idea behind the Civil Peace Service (CPS) is to resolve conflicts non-violently and strengthen civilian forces in society in the process. Since 1999, the CPS has been sending experts to crisis and conflict regions, where they support peace processes together with local partner organisations.

The Civil Peace Service (CPS) is a joint state-civil society programme. Eight civil society and church organisations and the state-run Deutsche Gesellschaft für Internationale Zusammenarbeit (GIZ) GmbH use their different approaches and resources to work together for peace.

The CPS sends experts to crisis and conflict regions. There they work together with local, mainly civil society, partly state partners. They act as independently and impartially as possible. As outsiders, they contribute different perspectives and new points of view that help to effectively initiate and support peace processes. Their work focuses on changing attitudes, behaviour and relationships, which, it is assumed, have a positive influence on structures and institutions as well as the conflict culture of a society.

CPS experts support organisations in mediating conflicts, provide advice and training on how to deal with traumatised victims of violence or develop peace-building strategies. They cooperate with local partners in establishing or further developing concepts and methods of civil conflict transformation, support partners in publicising the concerns of less privileged groups or promoting the reduction of enemy stereotypes.

In the interaction between state and civil society actors in international cooperation, the CPS promotes local partner organisations at all levels of society. In this way, people in partner countries are supported in resolving conflicts non-violently and shaping social change and sustainable development on the basis of human rights.

Task

Drafting of the Cvil Peace Service inter-agency country strategy (Trägerübergreifende Länderstrategie – TLS) for Cambodia for the CPS organisations Bread for the World (BfdW), Forum Civil Peace Service (forumZFD) and Deutsche Gesellschaft für Internationale Zusammenarbeit (GIZ) for the period from 2025 to 2030.

Description/background of the assignment: 

The TLS to be prepared describes a continuation of the currently valid TLS (2018 - 2024). 

The TLS is intended to provide a binding framework for all CPS organisations working in Cambodia. On the one hand, this framework must be defined clearly enough to give the CPS in Cambodia a cross-organisational profile in terms of relevance and the peace impact to be achieved. On the other hand, it must be broad enough to do satisfy the different work approaches and partner spectrums of the CPS organisations.

Ownership of the country strategy paper lies with the CPS organisations and the Federal Ministry for Economic Cooperation and Development (BMZ). The country strategy is written in English and should not exceed a maximum of 12 pages (plus cover sheet, table of contents, etc.).

The participation of local partners in the strategy development process is a matter of course. A large part of the strategy development takes place in the partner country in order to enable the participation of those actors who currently support and characterise the CPS in the countries. This ensures that the perspective from the respective country plays a central role in the strategy development. 

The following services are required within this consultancy:

  • Review and analysis of the current CPS portfolio in Cambodia (including recommendations from interim evaluations etc.). For this purpose, the relevant documents will be provided by BfdW, forumZFD and CPS-GIZ.
  • Conducting context and conflict analysis (desk study) in preparation for the strategy workshop to be held in Cambodia: (Online) interviews with BfdW, forumZFD and CPS-GIZ internal and external key actors in the country, in consultation with the CPS coordinators from BfdW, GIZ and the country director of forumZFD. Based on this, submission of a revised Systemic Conflict Analysis of the current conflict situation in the country, taking into account the conflict and context analyses already carried out by the CPS agencies.
  • Preparation of a strategy workshop in Phnom Penh, in cooperation with the CPS coordinators from BfdW, GIZ and the country director of forumZFD. 
  • As part of the strategy workshop: Verification of the elaborated Systemic Conflict Analysis with focus on the areas relevant for the CPS measures, identification of peace potentials, key actors, peace needs, impacts of the CPS and working approaches of the CPS.
  • Facilitation of the multi-day workshop. 
  • Visualisation of the strategy process during the workshop.
  • Process protocol and photo documentation from the strategy workshop by BfdW, forumZFD and the CPS-GIZ. The consultant comments and finalises the minutes.
  • Preparation of a draft TLS paper for the CPS in Cambodia, considering the mandate of the CPS implementing organisations and the history of the CPS implementing organisations in cooperation with the respective partners in the country, within four weeks of the end of the strategy workshop. Before the draft is prepared, the core statements of the TLS will be coordinated with the CPS coordinators of BfdW, GIZ, the country director forumZFD and further staff of the participating CPS organisations in Germany along the outline points. 
  • After preparation of the first draft: Validation workshop (online) with BfdW, forumZFD and CPS-GIZ (and, if necessary, with the involvement of BMZ), and incorporation of comments, if required.
  • Finalisation of the TLS paper.

Those responsible at BfdW, forumZFD and CPS-GIZ in Cambodia support the consultant in making relevant contacts.

Deliverables:

The assignment includes the development of the following deliverables:

  • Systemic conflict analysis in CPS-relevant areas in Cambodia as part of the country strategy paper
  • Preparation and facilitation of a strategy workshop in Phnom Penh (workshop January or February 2025) 
  • Visualisation of the workshop content
  • Finalisation of the minutes of the workshop 
  • Preparation of a strategy paper (1st draft) based on the conflict and context analysis and the results of the workshop. Scope: max. 12 pages of text, structure according to the "ToR. Development of cross-organisational country strategies in the CPS"
  • Organisation of a workshop to validate the first draft (online)
  • Preparation of the final draft of the TLS based on the results of the validation workshop

Required profile

  • Proven background in peace work and conflict transformation
  • Practical experience in the methodology of systemic conflict analysis and the development of inter-agency country strategies for the CPS
  • Expertise in the integration of cross-cutting issues: Human rights and gender
  • Proven expertise in conflict sensitivity
  • Experience in supporting multi-stakeholder processes
  • Regional knowledge of Southeast Asia, preferably country knowledge of Cambodia

Timeframe

The conduction of the consultancy (incl. preparatory survey of stakeholders) is planned from 1 November 2024 - 30 April 2025. The TLS workshop on site in Cambodia is scheduled to take place in January/February 2025.

Preparation of interview questions for a written or oral survey of the actors (see above) by the end of November 2024
