We are looking for a PMEL Advisor to join our dedicated team in the Philippines starting in July 2025.

About the role:
To support forumZFD’s work and make it as sustainable and participatory as possible, the organisation elaborated its own PMEL system based on Outcome Mapping. Outcome Mapping is a qualitative, participatory and process-oriented PMEL approach.[1] Currently, forumZFD in the Philippines operates through its offices in Davao, Butuan and Cotabato and works with Philippine partners in the fields of civil conflict transformation and peace building.
As the PMEL Advisor, you will guide, support, and build capacity in planning, monitoring, evaluation, and learning within the forumZFD programme in the Philippines. You will report to the Country Director (CD) and work closely with both the CD in the Philippines and Head Office (HO) in Cologne, as well as PMEL Advisor in other country programmes to enhance programme effectiveness and foster sustainable peacebuilding practices.
Your key responsibilities:
- Support the development and implementation of forumZFD’s PMEL standards in cooperation with Head Office and Country Director.
- Facilitate and document annual planning processes and refine monitoring systems at both programme and project level.
- Implement monitoring processes at programme and project level to ensure that there is a strong coherence around the programme and projects’ activities.
- Ensure regular data collection, analysis, and reporting to inform programme decision-making.
- Capacitate, train and support partners of forumZFD, as well as forumZFD programme staff in the Philippines in PMEL.
- Design and facilitate participatory processes with diverse groups.
- Contribute to knowledge management and learning initiatives across the programme.
What we are looking for:
- Advanced degree in social sciences, peacebuilding, management, international development or a related field.
- Minimum of 3 years’ experience in PMEL for peacebuilding or development in conflict-affected areas.
- Good understanding of peacebuilding programming.
- Strong experiences of working with PMEL systems, monitoring methodologies and tools.
- Proficiency in quantitative surveys, qualitative and participatory methods (e.g., Outcome Mapping) and data visualisation tools.
- Strong workshop facilitation, training and capacity-building skills.
- Proven ability to manage and work collaboratively in cross-cultural, multi-disciplinary teams.
- Demonstrated resilience and adaptability: Ability to manage ambiguity, psychological strains, and isolation while working in conflict-affected areas and politically volatile environments.
- Strong time management skills to maintain a healthy work-life balance, an ability to balance multiple tasks, flexibility to travel frequently (including to areas with security risks), and readiness to adapt to irregular working hours.
- Fluency in English both spoken and written, willingness to learn a new language.
- Very good computer skills and knowledge of social media.

forumZFD[2] supports people involved in violent conflicts on the path to peace and strives to help overcome war and violence. ForumZFD is currently working with peace consultants in Germany, as well as eleven other countries in Europe, the Middle East and South East Asia. Its Academy for Conflict Transformation offers a learning space for professional, international peace work. Through dialogue events, educational work and campaigns, forumZFD actively advocates civil peace policy.
Start of assignment
Ideally, you are available to start working on 1st of July, 2025 (preparation courses, followed by at least two years contract with the option of extension).
